Requirements on a location based API

This paper recommends a path towards obtaining a standardized set of precision indoor location APIs that will be recognized by the small cell industry as a standard for vendor implementation. It sets out a range of use cases and derives a common set of requirements. It also surveys a range of existing relevant industry APIs.
